WHAT OPENAI'S COUNTRY PAGES CAN AND CANNOT TELL YOU

Is the country this IP is located in on OpenAI’s ChatGPT supported list?

IPJury compares the country its location sources agree on with OpenAI’s published list for ChatGPT on web and mobile, and separately with the OpenAI API list, each with its retrieval date. When the sources disagree, return no country, or the country carries exceptions, the reading is withheld and says why.

Evidence scope and register licence-review dates — not live lookup dates

Source availability depends on the current deployment and each returned record. These review dates do not establish when a particular IP was observed. Method axis-scope-2026-09-15 · Score ipjury-score-v3.

OpenAI keeps two supported-country pages: a Help Center article listing where it supports access to ChatGPT on web and mobile, and a developer page for the OpenAI API. This check compares an address's agreed location country with both, names the retrieval date, and stops there. Nothing is sent to OpenAI, and the result is not a connection test.

    Two pages, two claims

The ChatGPT article and the API page are separate documents, and IPJury reads them as separate products. As retrieved on 2026-09-17 they list the same 208 entries, including territories such as the Faroe Islands, Svalbard and Jan Mayen, and the French Southern Territories. If one page changes before the other, the reading shows products_differ and a sentence per page instead of a combined verdict.

The Help Center article shows only a relative date ("Updated: last month"). IPJury therefore dates its copy by retrieval, sets a review-by date no more than 90 days later, and withholds the reading with policy_expired once that date passes.

The sentence OpenAI puts above its lists

Both pages say that accessing or offering access to OpenAI's services outside the listed countries and territories may result in an account being blocked or suspended. IPJury quotes the list and leaves that consequence where OpenAI put it. A reading does not say that an account will be suspended, that it will not be, or why an account already was. Those decisions rest on account, payment, device and usage information that no IP lookup observes.

    Where country readings go wrong

    • Location sources disagree. Estimates for re-assigned blocks, satellite and mobile networks can name different countries. The reading is then withheld as geolocation_disputed, never resolved by vote.
    • Exceptions inside a country. OpenAI lists "Ukraine (with certain exceptions)" without naming them on the page, so a Ukrainian address reads partial_country.
    • The address is not the person. A cloud server, corporate gateway, proxy or VPN exit has its own country. A listed country for that exit says nothing about where its users are, and an unlisted one says nothing about who they are.

Reading it from the command line

Add service=chatgpt to a JSON, stream, text, Markdown, BBCode or handover lookup to receive the same statements, the source and review dates, and the limit. Without the parameter every response is exactly as it was; an unknown service name is refused with 400 invalid_service before any lookup budget is spent.

    06

    A NUMBER NEEDS ITS EVIDENCE

IPJury keeps network type, anonymity, abuse, location, routing and coverage separate. Its optional experimental index explains a published policy over those facts; it never replaces the named evidence verdict or conceals missing information.

    MYSTERY SCORE MODEL
    83/100

What does 83 measure? Who supplied it? Is hosting being treated as abuse? Did one heuristic outweigh a direct record? A number cannot tell you that two of its sources flatly contradicted each other.

    • Cross-axis averaging
    • Hidden source lineage

    07

    THE FIVE RULES OF EVIDENCE

    [ READ FULL METHOD ]
    1. 01

Vote only on the same axis

A proxy flag, an abuse report, a hosting role, and a city estimate are not interchangeable votes.

    2. 02

      Direct evidence outranks a prior

An exact-IP record is different from an inference based on the ASN, prefix, or network category.

    3. 03

      Deduplicate source lineage

Three websites backed by one upstream database do not become three independent evidence families.

    4. 04

      Let jurors abstain

Timeout, no IPv6 coverage, disabled license, or missing record is shown—not silently converted to “no.”

    5. 05

      Explain dissent

CGNAT, anycast, reassignment, data age, and route context can all produce legitimate disagreement.

    09

    QUESTIONS THE SCORE CANNOT ANSWER

Is this a test of whether ChatGPT works from this IP?

No. It compares the address's agreed location country with the countries OpenAI lists for ChatGPT and for its API. It sends nothing to OpenAI and cannot see account, device, payment or session checks.

What happens when location sources disagree about the country?

The reading is withheld with geolocation_disputed. IPJury does not pick the majority country for a service reading, because a wrong country would turn into a wrong list claim.

Does OpenAI say anything about access from outside its listed countries?

OpenAI's pages say that accessing or offering access outside the listed countries and territories may result in an account being blocked or suspended. IPJury quotes the list, not a prediction of what happens to any account.

Can I get the same reading from the API or the command line?

Yes. Add service=chatgpt to a JSON, stream, text, Markdown, BBCode or handover lookup. Without that parameter the response is unchanged, and an unknown service name returns a 400 invalid_service problem.
